Your post brought something to my mind. I was recently rooting through a book shop in Hay-on-Wye (famous for its Literary festival and numerous bookshops) and came across Bruce Archer's 'Design Awareness and Planned Creativity in Industry' published in 1974. It is a 'sequel to a series of design lectures and discussion seminars organised by the Canadian Office of Design and Electrohome Limited during 1973'. It was published jointly by the Office of Design, Department of Industry, Trade and Commerce, Ottawa, and the Design Council of Great Britain.
While the lectures and discussions occurred in a Canadian context, it's obvious that their subject is of broader interest - both then and today. The Forward notes that 'The central themes of the conferences - Design - needs to be defined in broad terms in order that the lectures of Professor Archer and the comments of the panel speakers may be related thereto'. As will much of Archer's work, it is as relevant today as it was when it was delivered.
As with your paper, Archer's lectures considers the nature of design (and design research)
and how it can be of benefit in Canada (and the rest of us).
The moral of my tale... For £2 you can always find a gem in a bookshop, if you're prepared to look hard enough.

It's mostly based on Bruce Archer's work, and I think many on this list will likely think it's a very naive paper, but the real point I wanted to make was that there are many/ways to regard design research (72 by my count in the paper), some of which pretty much run contrary to some others.
