This is a big ask, especially if you want results within a 3-year time
span. I don't see much in our current offerings to engage the disengaged
public. We'll need some major low-level engineering with some startling
new apps built on top. Not easy, not quick, not cheap.

I would say have an API key, simply to keep track of who your users are,
and to have at least some defence against someone swamping the system
with a greedy (or badly-programmed) application.
