Have you opened a case with Cisco TAC? Also have you tried:
config wps client-exclusion ip-theft disable
We had a similar sounding issue with OSX laptops which appears to be
due to a difference of interpretation of DNAv4 (rfc4436). It could be
Microsoft also have their own interpretation of this rfc.
