I agree with Nick Poole.
It certainly can be incredibly exasperating and frustrating, the "Local Authority IT problem."
On the plus side, I have found on more than 1 occasion that when I have made the effort to cajole, persuade, nag, flatter, push [etc] LA IT staff into doing more or less what I want, they can get very excited and enthused when they finally see what my vision was and have wanted to use the ideas in other areas of the LA's web site!!!
Sometimes it can be a matter of individuals being determined enough to force other individuals to look up and see what is possible...
So strongly agree with you, Nick, on:

Branding taking precedence over functionality is really bad design!
