Right - students can be added to as many groups as you create in the 'my groups' area, so yes students can be added to two groups. The structures of the group need not be the same. For example:
In the PBL group you may have student1, student2, student3 and student4. However, in the feedback group you may have student1, student5, student9 and student12. Then if you want further PBL groups then they too can be created and have the same students in different groups again.
I would suggest that you name your groups well enough so that you can distinguish between them with ease and not confuse them, when you are building the assessments.

students to be members of 1 group (their PBL group) in order to assess the
