Talking to National Grid on this, who have many years of removing holder
sludges, apparently attempts were made in the past to characterise the
sludge, but failed to find any characteristics that were common. The
conclusion was that they are infinitely variable both between holders,
but also they vary in density and viscosity throughout the depth profile
of the sludge in a given holder base, with some being pumpable and other
elements require a breaker to chip them off.

Did anyone suggest weighing a known volume? Site specific data and
all that.
