alt text as a tooltip is an IE only *incorrect* behaviour.
all good browsers will show the title attribute as a tooltip, as per
the standards. IE shows the alt text when there's no title attribute.
if you use Firebug in Firefox or the web inspector in Safari you can
right click and image and 'inspect element' and that will show you the
source code, where you can read the alt attribute.
if you install Firefox's web developer tools, then you have an option
to 'display alt attributes' which overlays each image with the text
in the alt attribute.
I think that's what you need!
