Program Director, Refugee Legal Aid Project at Saint Andrew’s Refugee 
Services

  In September 2008, Saint Andrew’s Refugee Services, a non-profit 
organization serving refugees since 1979, became host to the Refugee 
Legal Aid Project. At its inception, the Project aimed to serve Iraqi 
refugees through the process of resettlement. While the majority of our 
clientele remain Iraqi, today, the project serves refugees of all 
nationalities—including Somali, Southern Sudanese, Darfuri, etc. 
Integrated into the mission of the office is the understanding that 
resettlement is a solution for a limited number of refugees in Egypt, 
and our programs are, thereby, couched in a framework of complementary 
services that address the needs of the broader population. The Office 
aims to provide not only legal and human care services but to use those 
services as a vehicle with which to empower and engage clients with the 
capacity and inspiration to stand on their own and serve each other.

  Responsibilities

  The Director is a part of a three-person team with the Legal Director 
and the Administrative Coordinator to ensure that all functions of the 
Project are met. The Director coordinates the work of a Community 
Coordinator, two psychosocial workers, 10 legal interns, and 5 
translators. The responsibilities are heavy, the environment dynamic, 
and attentive service requires a commitment to the project. The ideal 
candidate would be both capable and enthusiastic about the potential for 
high impact in the formation of a new refugee service-providing 
organization.

  Among the Director’s primary responsibilities are:
     * Keeping up-to-date on all programs and coordinating partnerships
     * Maintaining internal communication,
     * Staff & volunteer development
     * Maintaining external relations with partner organizations 
(international organizations, non-governmental organizations, and 
community-based organizations)
     * Supportive communication (in coordination with the Legal 
Director) with the UN High Commissioner for Refugees, the International 
Organization for Migration, and Embassies about special legal/refugee 
cases as necessary
     * Designing, communicating, and ensuring compliance with the budget
     * Coordinating and developing fundraising efforts, including 
grant-writing, donor communication, speaking events, etc
     * To the extent feasible, develop expansion of programs to serve 
the needs and make use of the assets of the refugee community

  Required Qualifications:
     * Non-profit management experience
     * Fundraising & donor relations background
     * Experience in community organizing and/or development
     * Demonstrated commitment to service consistent with the mission 
and goals of RLAP
     * Excellent interpersonal and communication skills
     * A team-building approach to work and clients

  Preferred Qualifications
     * Law Degree or Master’s in International Law
     * Familiarity with the Refugee Status Determination (RSD) & 
Resettlement process
     * Experience working with refugees
     * Knowledge of written and/or spoken Arabic

  Salary:  2,750 LE/month. The job posting is for Cairo, Egypt.

  Operating since 1979, St. Andrew's Refugee Services (StARS) provides 
programming to refugees from Southern Sudan and Darfur, Somalia, 
Eritrea, Iraq and other asylum-seeking nationalities from 34 different 
countries. Services remain entirely secular, and are delivered to 
refugees based on need and without discrimination based on gender, 
ethnicity, national origin, tribe, or religion. We directly serve 
approximately 2000 refugees annually, and the refugees themselves are 
involved in the administration and staffing of the program wherever 
possible.
