I have a copy of the catalogue of plans of abandoned mines issued in 5 parts between 1928-30 and
supplements to 1938 in my own collection. They were published by HMSO, but are not Parliamentary
Papers.

This is a grey area - officially the Lists of Mines were published by
command and initially included in the Mineral Statistics but, from
1888 they appeared as separate publications. I have so far failed to
find the separate publications in the on-line database although those
incorporated in the statistics are accessible. For example
1884-85 [C.4430]
and minerals. Mining and mineral statistics of the United Kingdom of
Great Britain and Ireland, including lists of mines and mineral
works, for the year 1884. Prepared by Her Majesty's inspectors of
mines by direction of the Secretary of State for the Home Department.
There you will find a list of mines and openworks arranged by
inspection districts.
There is a similar problem with the Lists of plans of Abandoned Mines
- these were published occasionally with the Mineral Statistics - for example -
1887 [C.5132]
<http://parlipapers.chadwyck.co.uk/fullrec/fullrec.do?area=hcpp&resultNum=1&entries=1&source=config.cfg&queryId=../session/1250427727_13929&fulltexthits=0>Mines
and minerals. Mining and mineral statistics of the United Kingdom of
Great Britain and Ireland, including lists of mines and mineral
works, for the year 1886. And a list of plans of abandoned mines.
Prepared by Her Majesty's Inspectors of Mines by direction of the
Secretary of State for the Home Department.
- where they are included at the end of the publication, but the full
catalogue of 1928 has not been included in the on-line database.
So, you might be able to access some of the material on-line but for
a full series you still need the original publications.
