Yes, yes and yes (all RFCs are immutable and remain accessible, even
when obsoleted).

Agreed.

Will do.
The next step will be finding an Apps Area director to own this
activity, which should be simple.
Once that is done, we'll see an IETF Last Call, which will give
opportunity to a final review and corrections (I'm assuming that DCMI is
ok with the currently proposed text?).
