Many thanks to everyone who responded regarding my questions about online book groups and blogging. Here's the summary of the answers I received:
1. Do you have an online book group? What software/application do you use?
No one had an online book group.
2. Do you have a blog or any social networking presence?
A number of organisations had blogs:

as well as a personal blog:

Social networking presence included Facebook:

and Twitter, though most were personal accounts and there was only one repsondent who had a organisational account:

3. If yes to either, how did you convince your organisation that it was a good
idea?
* Run it for a month 'unofficially' and then present them with a full working model, so they can see content etc.
* Blogs etc had already been done before
* Set up a library IT development group to look at ways of utilising Web 2.0 and have stressed
David Tanner, from North Yorkshire County Council also said:
We have stressed the following
- that for the library to successfully market itself it has to be where the users are, and not rely on them visiting the corporate site.
- that these are just another (free!) marketing tool
- its a way of engaging with your community 24/7
- national government is increasingly looking to see how local authorities are utilising the web
- excellent tie in with the latest CAA assessment regime (see below)

into our libraries at the moment. We're especially interested in starting an
