Technically speaking, any web page one accesses is a download. Your browser requests a file via http then a server on the other end sends the information. Your browser downloads a temporary copy of any webpage (and associated files) so you can view it on your browser. So just looking at an HTML full-text article should be considered a download just like a pdf.

Hi
I think of the difference between downloading and viewing as viewing you
have to be connected to the internet. A download is where you save
something to your computers hard drive (or disk or whatever) but that
you can then read off line.

I have recently been thinking about what constitutes a download in
response to a query and would appreciate your thoughts. I thought that
viewing an article online would be a download. However, while saving or
printing the online version is equivalent to photocopying a printed
text, viewing an article online is equivalent to reading a print
version. Since excessive reading isn't prohibited, but excessive
downloading is, does viewing an article online always qualify as
downloading one?
