Dear all:

Scholars from Mexico, Brazil, China and India are eligible for three kinds of fellowships to Quebec universities (see description and website below).  Among these fellowships is a one-year post-doc for recent PhDs.  Please note: this fellowship aims to attract people from these four countries, but there is no requirement that applicants have completed their PhDs in their country of origin.  
 
To be eligible applicants must identify a faculty sponsor at one of the Quebec universities to write a letter of reference.  As a member of the Department of Geography Planning and Environment at Concordia University in Montreal, I would like to sponsor a scholar to compete for one of these post-docs.  
 
I am a human geographer and my research interests include neoliberalism, development, biopolitics/governmentality. Below are the main criteria for the fellowship.  Below that is the

CITIZENSHIP CRITERIA
Must be from India, China, Mexico, or Brazil.  No Canadian citizens
and people who have applied to become citizens or permanent residents
of Canada may apply.

TIME LINE
Deadline is July 31 for all materials to be submitted at the
sponsoring university which means that the process must happen in the
next few weeks.
Postdoctoral fellowships are intended for new researchers who obtained
their degree no more than two years before the deadline date for the
competition or who submitted their dissertation by January 2010 at the
latest, the deadline date for the beginning of the fellowship.
Must meet all eligibility conditions as at the date of the closing of
the competition, October 30, 2009.
RENUMERATION
Salary is “valued at” $35,000 per year for one year non renewable.
Evaluation criteria
The application will be judged on 20 point scale: 10 for track record,
10 for proposal

OFFICIAL DESCRIPTION
Though administered by FQRNT, this is a MELS initiative and therefore
open to doctoral students/postdocs/short term researchers from all
disciplines.
There are three competitions:  V1 Doctoral; V2 Postdoctoral; and V3
Short Term Research.  Each competition has five sub competitions:
Unrestricted and four (4) country specific for citizens of Brazil,
China, India and Mexico.  Departments have the option of recommending
their candidate from Brazil to the Unrestricted competition as well as
the country specific (Brazil) competition, as an example.  These
competitions are for the 2010/2011 academic year.
UNIVERSITY PRE-SELECTION PROCESS
Deadline date for candidates to submit their pre-selection
applications is July 31, 2009 to the department they will be
affiliated with. The Department will be responsible for selecting
their candidates to be recommended to the University pre-selection
process.
Deadline date for Departments to submit their nominations to the
Graduate Awards Office is August 10, 2009.
 
Candidates cannot apply directly to the agency they must be nominated
by a University.  Only candidates nominated by a University to FQRNT
may submit an application to the provincial competition.  Each Quebec
University may submit the following number of files to the V1
Doctoral, V2 Postdoctoral, and V3 Short Term Research competitions:
 * Unrestricted four (4) nominations to each competition: V1, V2 and V3
 * China and Mexico two (2) nominations to each competition: V1, V2 and V3
 * Brazil and India one (1) nomination to each competition: V1, V2 and V3
To be eligible, candidates:
 * must meet all eligibility conditions as of the date of the
closing of the competition November 1, 2009;
 * must have been preselected by a university as of September 25, 2009;
 * cannot have applied for permanent resident status under Canadian
immigration law;
 * cannot hold Canadian citizenship or Permanent Resident status;
 * cannot have already received a merit scholarship for foreign nationals.
These eligibility conditions and citizenship restrictions apply for
all competitions.

Deadline date for applicants to submit their completed and signed
application and all supporting documentation to the department is July
31, 2009.  For the preselection process we do not require official
transcripts, copies of official transcripts that are on SIMS are
accepted.
