I agree with Clive's comment but I think the main issue raised by the
HPA is that there is a higher level of risk from radon at a lower
concentration of radon than previously sought.

It was my understanding that this was due to the cost differential in
placing a decent membrane (a damp proof properly installed) over
actually working out whether or not a property needed one; i.e. it is so
cheap (comparatively) to install (especially if it becomes routine) that
you may just as well do it and save the bother of employing
consultants to determine whether or not its needed and then doing it
any way in a proportion of housing? Rather than being a real risk issue.
