Sliencing, Risk and Organisation Power: The regulation of
communication in a Medium Secure Forensic Mental Health Service

*__*Forensic mental health services are expected to ensure
public safety whilst at the same time promoting the
reintegration into society of individuals who have previously
offended. Faced with undertaking this daunting task in the
spotlight of intense media and political scrutiny, forensic
mental health services may tacitly develop strategies of
silencing dissent which serve to prevent organisational
immobilisation. The presentation will explore this issue by
drawing upon an ethnographic case study of a UK-based forensic
mental health service. Issues relating to risk management and
censorship will be explored within their organisational context.
The data to be discussed in this presentation have been drawn
from a case study of an inner city medium secure forensic
service. Following the publication of a damning homicide inquiry
this service was subject to negative media attention and
internal and external scrutiny. A grounded theory methodology
was used, with data gathered using interview and observational
methods. Service users and service providers were interviewed
formally and informally regarding their experiences of forensic
mental health care, and ward activities were observed over an
eight month period. The theme of censorship, in particular the
silencing of dissent and the concealment of problems were
identified as key issues for both staff and service users.
The data presented will explore examples of the silencing of
failure, dissent and risk together with instances of the
displacement of voice. Emergent issues for the development of
practice will also be considered.
