It is a little naïve to think that just because this is a rule in the British Library reading room, that is the reason why it has been adopted by the archive world.
It seems to me that there is a risk in eating your fish and chips and coke next to thirteenth century pipe rolls, that doesn't really warrant a standard being written to allow you to implement such a sensible precaution.
I assume that such things are still taught on the archive courses, and haven't been dropped from the curriculum in favour of change management, or team building. As a last resort, you might try Jenkinson, who seemed, at the time, to deal with most questions on archives in a wholly sensible way.

We are currently undergoing a review of the service & are being asked lots of questions. This was one of them. I thought I'd find it in the one of the standards but no.
If you are interested it is one of the reading room regulations of the British Library.
