if it is posted to a listserv with a public archive, it is considered
publishedif the site or archive goes down or moves, it is still available
through the internet archive/wayback machine

that's why the old MLA guidelines are still good: they have the date,
publication, and old link, which is what you need to find it in the internet
archive
many editors of internet publications with take things, especially if in an
earlier draft, which were on listservs or blogs/personal web pages
