Hi Nick
You are probably aware of this already and it was written in 2007 but a
guide I did for Museums Galleries Scotland has, not surprisingly, a
focus on understanding user needs and preferences:

Subject: New 'Make It Digital' site from New Zealand
Dear MCG'ers,
I'm not sure whether anyone has picked this up, but an organisation
called 'Digital New Zealand' has launched a new advisory site called
Make It Digital (http://makeit.digitalnz.org/guidelines). The site aims
to provide guidance and information for organisations getting involved
in or planning Digitisation projects.
While it is undoubtedly a pretty good job, it takes what you might
characterise as a 'traditional' approach to the mechanics of
Digitisation, focussing on the Digital Lifecycle and going into some
detail on things like metadata. In my experience this is the approach
taken by the majority of these sites.
So...my question is whether anyone on the list has come across guidance
or advice on Digitisation which addresses things like user need, models
of consumption and use of digital content or ways of thinking about the
economics of digital content? Is there any good guidance anywhere on
best practice in interface design for collections of digital cultural
content?
Any pointers gratefully received!
Nick
