Dear Friends, 

CODEP-APPO (Committee in Defense of the Rights of the People), with which we held an international women's conference in March 2008, is again being targeted for repression.  Taxi driver Sergio Martínez Vasquez, was murdered on 7 June, and odontologist Agustin  Rios Cruz was beaten almost to death and is now in exile - both were members of CODEP's state council.  Others have been threatened, including exiled teachers Jaquelina López Almazán and Samuel Hernandez Morales. 

An Early Day Motion condemning the assassination of Sergio Martínez Vasquez and the repression of Indigenous communities and of CODEP in particular, is being tabled in the UK Parliament.   

We urge you to write to the addresses below in protest.  See model letter below.  If you agree, we will also add your name to a list of signatories and send the letter below with all the signatures to the national paper La Jornada and some Oaxaca paper.

TO LA JORNADA:

We have been made aware that the governments of Felipe Calderón and Ulises Ruiz Ortiz are again repressing Indigenous communities, this time in Ocotlán Valley, and targeting members of CODEP-APPO (Committee in Defense of the Rights of the People) and their taxi service which provides transport between communities.  

The Indigenous communities have been defending the environment, demanding the closure of mines operated by Canadian-owned-corporation Fortuna Silver which they accuse of polluting water and soil, causing illness and death.  Tests carried out by independent laboratory Sanica have confirmed the presence of arsenic, cyanide, lead and mercury stemming from mining activities.  

Local newspaper El Imparcial reported that government officials were being paid by the company to maintain their support for the mining project, and that the company has armed paramilitary groups to intimidate people who oppose them.  

Paramilitaries have also been used extensively by Ulises Ruiz Ortiz to repress the massive community-teacher movement to which women were central, and which gained national and international prominence in 2006.  

A few days ago, on 7 June 2009, Sergio Martínez Vasquez, a member of CODEP's state council, was shot dead (see distressing photos attached).  We understand that all signs point to paramilitaries.  This is not the first time human rights advocates have been shot in Oaxaca: Marcos García Macedas also of CODEP was shot in his car in November 2006, fortunately he survived.  Independent US journalist Brad Will was not so lucky: he was shot dead while filming in October 2006.  So have many others.  And many more still have been raided and imprisoned.  Their families, friends and colleagues are still fighting for justice.

Odontologist Agustin Rios Cruz, another CODEP member, was recently beaten almost to death and is now in exile.  Others have been threatened, including teachers Jaquelina López Almazán and Samuel  Hernandez Morales who have been in exile from Oaxaca since 2006. 

Because of the abovementioned, we urgently demand:


* An immediate public investigation into the murder of Sergio Martínez Vasquez and the assault on Agustin Rios Cruz - the arrest, prosecution and punishment of the culprits.
* An end to the violation of human rights of the Indigenous people of Ocotlan, the members of CODEP and its taxi service, and the teachers who support them - their defense of the environment should be a priority for governments worldwide.
* The immediate and unconditional release of everyone arrested during the protest or in subsequent raids.
* The departure of mining companies which have been contaminating water and soil in the Valley of Ocotlán.

The violations in Ocotlán concern us all and we will continue to keep a watchful eye on unfolding events in Oaxaca.

CODEP-APPO (el Comité de Defensa de los Derechos del Pueblo) con quien realizamos un encuentro internacional de mujeres en Oaxaca-México en marzo del 2008, está siendo reprimido nuevamente.  Sergio Martínez Vasquez fue asesinado el 7 de junio; odontólogo Agustín  Rios Cruz fue golpeado casi a muerte y se encuentra en exilio, ambos miembros del consejo estatal del CODEP.  Otras personas han sido amenazadas, entre ellas los docentes en exilio Jaquelina López Almazán y Samuel Hernández.

 

Una moción parlamentar condenando el asesinato de Sergio Martínez Vasquez y la represión a las comunidades indígenas y al CODEP, va a ser presentada en Gran Bretaña.  

 

Les rogamos que envíen cartas de protesta a las direcciones aquí abajo -- vean la carta modelo.  

 

Si lo permiten, agregaremos sus firmas a la carta y la enviaremos al periódico mexicano La Jornada y algún periódico de Oaxaca.

Nos han llegado informaciones que los gobiernos de Felipe Calderón y Ulises Ruiz Ortiz están reprimiendo nuevamente a las comunidades indígenas, esta vez en el Valle de Ocotlán, y en particular a los integrantes de CODEP-APPO (Comité de Defensa de los Derechos del Pueblo) y su servicio de taxis que provee transporte entre las comunidades.  

 

Las comunidades indígenas se han organizado en defensa del medio ambiente, exigiendo la clausura de las minas de la empresa canadiense Fortuna Silver a quienes acusan de haber contaminado el agua y la tierra causando muertes y enfermedades. Análisis realizados por el laboratorio independiente de Sánica confirmaron la presencia de arsénico, cianuro, mercurio y plomo resultante de las actividades mineras.

 

El periódico local El Imparcial informa que la empresa ha pagado funcionarios del gobierno para que mantengan su apoyo al proyecto minero, y que ha armado a paramilitares para que amedrenten a quienes se oponen al proyecto.  

 

Ulises Ruiz Ortiz también ha utilizado paramilitares de manera extensiva para reprimir el masivo moviendo popular-magisterial que se destacó a nivel nacional e internacional en el año 2006 y en el cual las mujeres jugaron un papel central.

 

Hace pocos días, el 7 de junio del 2009, Sergio Martínez Vasquez, miembro del consejo estatal del CODEP, fue balaceado a muerte (vean las dolorosas fotos adjuntas).  Todo indica que los culpables son paramilitares.  No es esta la primera vez que quienes defienden a los derechos humanos son balaceados en Oaxaca: Marcos Garcia Macedas fue balaceado en su carro en Noviembre del 2006; felizmente sobrevivió.  Brad Will, el camarógrafo independiente estadounidense, no fue tan afortunado: falleció de un disparo cuando estaba filmando en Octubre 2006.  Y así muchas otras personas.  Y aun más personas han sido allanadas y encarceladas.  Sus familias, amigas/os y colegas siguen exigiendo que se haga justicia.

 

El odontólogo Agustín Rios Cruz, otro integrante del consejo estatal de CODEP, fue golpeado casi a muerte recientemente y se encuentra en exilio.  Otras personas han sido amenazadas, entre ellas Jaquelina López Almazán y Samuel  Hernández Morales que se encuentran en exilio fuera de Oaxaca desde el 2006.

 

Por todo lo mencionado, exigimos con urgencia:

 

·      La investigación inmediata del asesinato de Sergio Martínez Vasquez y la agresión a Agustín Rios Cruz: detención, juicio y condena a los culpables.

·      El fin de las violaciones a los derechos humanos de las comunidades indígenas, integrantes del CODEP y sus taxistas, y el magisterio que les apoya - la defensa del medio ambiente debería ser prioridad de los gobiernos a nivel mundial.

·      La libertad incondicional de las y los detenidos en las protestas y los allanamientos.

·      El retiro de las empresas mineras que están contaminando el agua y la tierra del Valle de Ocotlan.

 

Las violaciones en Ocotlán nos conciernen a todas y todos, por lo tanto nos mantendremos pendientes de los acontecimientos en Oaxaca.
