I accept that getting people to understand tags may be quite hard but it
seems to me that we have to start somewhere and this kind of large-scale
event, where you have lots of different things going on right across the
country, is an ideal option. In that sense it is not like a
single-venue event because the possibility for wider aggregation of
stuff is much greater.
Yes, the results this time might not be consistent or accurate, but it
would be a significant, and relatively high profile, step in the right
direction.
As things stand at the moment, even those of us that are in the know
about tagging can't easily tag these events in a consistent way because
there is no advertised tag as far as I can tell.
Also, the current growing mainstream media interest in Twitter is
potentially quite timely. At the very least, it wouldn't do any harm to
casually mention use of Twitter in the information about the events?

We have found tagging to be very hard to get people to do consistently
and accurately. Looking at your event I'd say the group should be
enough in terms of knowing that the content is related to the event.
One thing that I'd say is crucial though is to get your Ts & Cs in as
Group Rules in the Flickr group rather than just on your page, and force
people to accept them when they join the group (all easily done via the
group admin). Otherwise you'll get people joining and not knowing what
they are signing up to. Otherwise I would say (not being a lawyer, but
having talked to some about this very issue!) you will be ill advised to
use those pictures anywhere off Flickr, including I assume your "online
exhibition on Culture24". I know there's Creative Commons and all that,
but that's a whole other conversation.
Make sure you also put all your instruction in the group description
too. And link back to your pages such as
http://www.culture24.org.uk/places+to+go/museums+at+night+2009/art67355
Back to tags, I see you do say "All photographs need to be tagged with
the venue, date and category.". I would be more blatant with what tags
you need to define the categories (I assume "nightsacpe", "action",
"objects") so that when you are making your "selection of photographs
from each category" you can just filter by those tags.
