for providing consultation services with regard to the implementation of the public transport reorganization plan and BRT
for the Tel Aviv Metropolitan
STATEMENT OF CLARIFICATION - No. 1
On 18/5/09 Ayalon Highway Co. Ltd. ("Ayalon Highway") published that certain Request for Proposal and the Process Conditions (the "Process Conditions") regarding the provision of consultation services with regard to the implementation of the public transport reorganization plan for the Tel Aviv Metropolitan and BRT (the "Services").
Several potential participants have submitted clarification queries to Ayalon Highway pursuant to Section 7.1 of the Process Conditions. Ayalon Highway wishes to address those queries as follows:
1. Pursuant to Section 2.1 of the Process Conditions, any individual or corporate body (corporation or registered partnership) validly incorporated under the laws of Israel or any foreign jurisdiction, may submit a proposal. Please note that joint ventures are not admitted to submit a proposal.
2. Ayalon Highway will not provide any budget estimate regarding the provision of the Services. However, Ayalon Highway makes the non-binding assessment that the provision of the Services would require the participant to devote a total of approximately 700-1000 hours of work.
3. The involvement in the tender regarding the Tel Aviv Metropolitan Light Railway Red Line does not disqualify by itself any person or entity from submitting a proposal.
4. With regard to Section 1.7(a)-(c) of the Process Conditions, the following clarification is made: The employment of, or obtaining services from any person described in Section 1.7(a)-(c) of the Process Conditions by a participant, does not by itself disqualify such participant from submitting a proposal, provided however that such person shall not be involved in the provision of the Services by the participant or any activity connected thereto.
5. The involvement in projects in Israel with Amy-Metom Engineers & Consultants, Ltd. does not disqualify by itself any person or entity from submitting a proposal.
6. In order to facilitate proceedings, Ayalon Highway decided to amend the form of the submission of proposals as follows: Instead of submitting the proposal, the Process Documents, and all other documents required under the Process Conditions, in envelops, as set forth in Section 9.2 and 9.3 of the Process Conditions, such documentation shall be sent by email and in PDF-format to all of the following addresses: [log in to unmask]; [log in to unmask]<mailto:[log in to unmask]>; [log in to unmask]<mailto:[log in to unmask]>; [log in to unmask]<mailto:[log in to unmask]>
Further queries or requests for clarifications shall be submitted to Ayalon Highway pursuant to Section 7 of the Process Conditions in the form set forth therein, or by email to all of the abovementioned email addresses. The provisions of the Process Conditions and all other documents, notifications and agreements provided by Ayalon Highway shall remain unchanged and in full force and effect, unless explicitly stated otherwise herein.
All capitalized terms used but not defined herein, shall have the meaning ascribed to them in the Process Conditions.
