Has something changed to make the HR manager take this stance. If you have had a good working relationship with him for the last 4 years why is now he being difficult? Is he new?
In the past I had an HR manager who tried to stop self referrals. The bottom line was he was afraid there might be something going on that he didn't know about so I wrote a Self referrals procedure which I can send you direct if you wish. He wasn't thrilled about it but after tweaking the procedure acquiesced. I maintained that if someone knocks on my door and asks to see me I am not going to turn them away. In the year in question I had seen 19 self referrals and it was likely that they would all either ended up needing time off to see the GP or gone of sick anyway. One of his concerns was I might be seeing people he didn't get a report on. I told him that in 99.9% of cases I persuade the individual to allow me to send a report, because unless I do so the employer is going to be unable to address the issue for them. We ended up agreeing to differ and I still see self referrals and he has moved on.

Subject: [OCC-HEALTH] OH Practice - PLEASE can someone help??
I have a query regarding Occupational Health Practice.
My HR Manager is trying to say that as the HR Manager it is up to him how I
practice.
I have tried to be diplomatic & said yes I'll be happy to discuss different ways
that the department can assist HR and management to manage employees but
he is insistent that 'the OH team is the managers tool' and 'should be on the
side of the managers' as 'we pay your wages'.
This is becoming very difficult as I see my role (as per code of practice) very
much as giving impartial health advice to support both managers and
employees but he stopped self referrals to OH in February and on Friday he
said 'OH are there to support managers only, if employees want support they
can go to their own GPs'. This attitude is destroying a lot of hard work and
goodwill we have built up over the past 4 years (Sickness absence has gone
from 13-7 during this time).
I don't know what to do to help to see the bigger picture and I don't want to
compromise my professional position.
Please can you help or point me in the right direction?
