agi: Add status checking to agp/agi1_defba.f
agp/AGI1_DEFBA assumed that AGP1_PGBEG always managed to open the
PGPLOT device and called PGQVSZ regardless of whether it really had
or not. Change logic to prevent calls to PGQVSZ unless things
are working okay.
Remove ERR_RLSE call from end of routine. Label was not in use and
am not able to find corresponding ERR_MARK.
Without this patch you get two spurious error messages when opening
an uncrecognised device:
! %PGPLOT - PGQVSZ: selected graphics device is not open
!! %PGPLOT - PGQVSZ: selected graphics device is not open
and an error about incorrect usage of EMS:
!! ERR_/EMS_BEGIN: STATUS set with no error report (improper use of EMS).

Previously it was listed as being in sc12 subdir meaning that make world
continually saw that sc12 was out of date.
