I'd mostly agree with John's interpretation here, but don't forget that EU students are eligible for student support (through Darlington), so I'd be surprised if they weren't included in HEFCE's monitoring.

I think we've always interpreted that this would be the case, but I too
can't find anything that actual explicitly sets this out having looked back
at HEFCE 32/2008. We also interpret it as including TDA-funded PGCE numbers.
One issue that is also unclear to us is whether, as the restriction has its
origin in part to contain the cost of the student support package, whether
any formulaic funding penalty based on over-recruitment (a la MASN, if we're
unlucky enough to see this) shouldn't be looking solely at Home recruitment
and not Home AND EU recruitment.

If we assume that HEFCE will monitor HEFCE-fundable new entrants via
HESES09, I'd say that para 41 of Annex E of the HESES08 guidance (2008/37)
would point to these students being counted towards the restriction ... "
... those entering directly into the second, or later, year of a course
should be [included as new entrants]"

Dear All
Haas anyone seen any documentation which states that the restriction on
recruitment of full-time Home/EU undergraduate and PGCE students only
applies to HEFCE fundable students? The Annex to the recurrent grant letter
of 2 March 2009 states that we should avoid any further increase in
full-time undergraduate and PGCE entrants above the level of actual
admissions in 2008-09 plus any ASNs awarded for 2009/10 by either HEFCE or
the Training and Development Agency for Schools - does this suggest that the
restriction applies to TDA funded students too?
I'd also be grateful for any views about the recruitment of students from
collaborative partners direct onto either level 2 or level 3 of a degree
programme (for example if they have completed an HND under a franchise
arrangement). Should they count towards the restriction on recruitment?
