It would appear from postings on the BUFDG message board that a number of
Universities have received this return for the first time this year,
asking for a return on all individuals paid for services but not as an
employee, for the 08/09 tax year.
I have contacted the HMRC Risk and Intelligence Service (bit of a
contradiction in terms there!) who have said that the person who has
ordered this return hasn't given them very clear guidelines on what is
required, but they are predominantly looking for payments to lecturers
that haven't gone through the payroll. They would preferably like
information on consultants as well but if this isn't obtained this year
they are not too worried. Apparently they will be sending out this return
every year and next year they will definitely be looking for info on
consultants as well.
The notice itself, I think, is not very well presented (a fact
acknowledged by HMRC), and makes it appear they want far more information
than what they say they want when you phone them, so for anyone else who
has received one of these notices, it is worth giving them a call to
clarify exactly what they want returned.
