The application is struggling to locate the file located in /library/functions/. I think that the problem is with your DOC__ROOT. This is not where the PHP installation is expecting include files hence - .:/usr/local/php52/pear is where it thinks the files should be.
You could try assigning DOC__ROOT to be $_SERVER['DOCUMENT_ROOT'] (not sure about this on your server configuration)
However looking at http://www.gautamsaha.com/webpa/test.php (which you need to remove, once WebPA is configured). In the Environment section the DOC_ROOT is defined as /home/gautamsa/public_html/ So if you put this into the DOC_ROOT the problem should be rectified.

I think webpa is a fantastic tool for schools.
I have been able to successfully create the database and have followed
all directions on editing the inc_global.php file.
When I log in first time to the following site:
I get the following error message:
Fatal error: require_once() [function.require]: Failed opening required
/home/gautamsa/public_html/webpa/include/inc_global.php on line 77
Any help in resolving this would be kindly appreciated.
I am installing this on a hosted linux server by siteground.com
Nicola Wilkinson suggested that I should the put the following in my

But I still get the same error.
