GIS Manager - South Coast - Start ASAP - Permanent or contract to
permanent - Circa £28-30k
The main functions for the GIS Manager position are to manage our clients GIS
requirement and workload and to supervise those tasks outsourced to a third
party specialists. They will be responsible for all data issues both within the
GIS dept and the rest of the company and external contacts and clients such
as data providers and companies to which work is outsourced.
The manager will organise and ensure completion of all work required of by the
department in terms of scheduling in mapping and database updates,
organising data processing and automation processes, integration of new data
in to the report generation process, quality assessing new and existing data
before updating to maintain accuracy standards and to ensure the smooth
integration of the data in to their products.
The GIS Manager will operate as project manager for all GIS related projects
and developments within the company.
Operating as main point of contact the GIS Manager should be available to
provide support, in terms of answering queries and resolving problems, to the
rest of the team and the company as a whole.
• Scheduling in data updates for 3rd parties to process and ensuring
their completion on time and to the relevant standards, i.e. all 3rd party
provided data update procedures and administration.
• Representing the company in meetings and presentations as main
point of contact for all GIS related issues as well as providing technical
expertise as and when required for all other meetings.
• Carrying out or overseeing department automation procedures,
including producing MapBasic programmes. For example ensuring the methods
put in place to create the historical EA databases are accurate, complete,
timely and reproducible. Producing automation scripts for new data acquired by
the client and requiring regular updates.
• Ensuring that statistical analysis and feedback on databases is
carried out and liaised back to the relevant parties, e.g. feedback on data
errors to the EA / BGS etc.
• Providing technical knowledge to the department and company on
GIS and data related matters, e.g. consultancy workspaces, new staff training
introduction, presentation of GIS dept to visitors, new software.
• Researching and implementing database developments, e.g. adding
value to the HLUD through risk ranking features, analysing databases to
identify more / less risky features.
• Researching and implementing new databases, including making first
contact with providers, gaining samples, performing suitability analyses on the
data, producing mock-ups, meeting with data providers, obtaining costs and
reviewing contracts / agreements and finally data integration.
• Project management through all stages, including scoping of the
project, data collection or acquisition, trialling, producing the specification and
statement of works, query handling, database production, data integration, QA
and sign-off.
• Training of staff members in GIS applications / functions, including
new members of staff and other departmental staff
• Attending meetings and conferences with data providers, data
capture companies, clients, mapping organisations etc. Producing briefs,
agendas and actions for these meetings and ensuring progress of actions in
the follow ups.
• Organising and supervising in-house data collection and digitisation
exercises.
• Input in to Marketing material and samples regarding GIS projects
and products, e.g. Reports, presentations.
• Providing input and producing specifications and proposals for cross
departmental projects.
• Ensuring 3rd parties are fully trained with required functions
Accountabilities:

Qualifications/Experience
• Educated to degree level.
• Advanced knowledge of the MapInfo suite of products including
MapInfo Professional and MapBasic, with Spatialware and MapXtreme preferred.
• Knowledge of SQL server, preferably version 2005. Including
database administration, migration of data from MapInfo, query analysis and
data manipulation for future migration of data from MI format.
• Experience of managing projects through entire lifecycle, from
scoping stage to sign-off.
• Programming experience in Visual Basic preferred. Programming
experience in java or html also advantageous.
• Good working knowledge of UK mapping, in particular Ordnance
Survey produced products.
• Knowledge of the UK environmental management industry would be
preferable.
• Experience of department management or team leadership for
minimum of 2 years.
