Measuring Change over time in Worklessness in small areas and other
developments in Small Area Statistics

Since coming to power in 1997 the government has been committed to tackling
deprivation and supporting disadvantaged areas through a wide range of
initiatives.
Evaluating the success of these initiatives is a challenge especially as
many of the initiatives are targeted at small neighbourhoods. Last year
ONS, in collaboration with 12 local authorities, released guidance on how to
measure change over time in small areas. The guidance focussed on
worklessness but could equally be applied to other topics of interest at the
small area level. Steve Bond will demonstrate the guidance and a
visualisation tool that accompanies it. He will illustrate the five stage
process primarily looking at worklessness and will also cover other measures
of disadvantage. Denise Silva, from the ONS Methodology Directorate will
discuss research that has been carried out to produce small area estimates,
including small area unemployment and income statistics.
Keith Dugmore will be the discussant. Keith is an advocate of making better
use of small area in local and regional decision making and was a co-author
of the recent CLG commissioned report: Supporting Local Information and
Research.
