Hi,
at least they are not empty.
I`m not sure about absolute values of L* (I always have more directions), but you can check with
fslview if the V* ones make any sense (values look perfectly fine).
I`d suggest to open V1 and check if this follows the most likely fiber direction in the phantom.
You may want to change fslview DTI display options to RGB.
