Would be interested to see any views on the link below. Obviously
there's an element of John Whitelegg having the opportunity to vent his
spleen about a local problem in his own journal, but from my own
experience in Lancaster in the '90s this rings true, and it seems to me
that this offers a hint about the significant
social/cultural/psychological/political changes that are needed to
genuinely achieve the kinds of targets for cycling we've been seeing for
over 10 years now. The disjunction between policy and practice - and
policy and wider culture - is striking, but not easily solvable, and
especially not when the motivation for applying for a CDT will often
have been about politics rather than the kind of deep-seated commitment
to change that is required in order to be successful.
