Prof. Lawn's paper explores the importance of standards in the development of
the European Union - they are crucial to the way it operates and governs the
European policy space. It has been argued that standards have not the fixity
of past times and now are rather fluid; and that they are relative and
performance based. Standards bring into being areas to be governed. This
perspective will be applied to the visible emergence of the European Education
Space since 2000.
