FYI, Exeter City Council Tax office does not allow exemption when a
student is writing up.
I quote from their website:
"Important Notes:
1. Correspondence courses, evening classes or courses in connection with
one's job are not included.
2. Students writing up their thesis no longer enrolled on a full-time
course do not qualify."

We have always told our research students that when in their writing-up
period, they are not exempt from Council Tax - this is what the local
authorities have always told us.

Dear colleagues
I'd be grateful to hear what other institutions say on student status
letters where the student is in extension or, in the case of PGR
students,
have submitted their thesis are awaiting the result of the examination
process.
I have had an enquiry recently from a PG student who is in a period of
extension. Our status letter would confirm this status and, under mode
of
attendance, would state "Writing up, previously full-time" (ie. would
borrow
the text from the HESA guidance). He has since been charged council tax
on
the basis that he is no longer full-time.
I wish to ensure that we are not out of line with sector-practice so any
comments gratefully received, either directly to [log in to unmask]
or
via the list.
I'd be happy to provide a brief summary of responses.
