The best place to start is the geoconservation Commission website. One of
the sections has a list of publications and documents relating to collecting,
site and specimen conservation

As far as I recall there is no "national" code from either Natural England or the
Countrysice Council for Wales, but the Joint Nature Conservation Committee
(http://www.jncc.gov.uk/) did have a fossil collecting policy about 10 years
ago.
