I think the treatment was due to him arguing with the Police rather than
the original parking offence.
With a mix of babelfish and my own basic French I think the gist is
this:
Alain Roy owns a restaurant which has a parking space reserved for
disabled people in front of it.
He has made an application for a disabled person's parking permit but
was using the space before the permit arrived.
He received a parking ticket for using the space without displaying the
appropriate permit. He got into an altercation with the traffic officer
who issued the parking ticket and as a result was taken into custody.
He was released the next day.
He admits that the parking offence is real and that he was stressed and
unhappy to receive the parking ticket.
He feels that the manner in which he was taken to the cells was
humiliating, his cell was not clean and he was full of drunks vomiting.
It seems that it wasn't until 2am that he found someone who treated him
with any dignity and respect. He was given a fine of 400 Euro and
released at mid-day the next day.
He finishes by saying something like:
"In the past I didn't think about these issues - they were just for
robbers and hooligans. When I saw those cells I didn't think they were
fit for humans. You don't expect it to be the nicest place on the
planet, but all the same...
"I think it's important to have the Police but their overzealousness
frightens me."

I don't know French much, either, and I can't get a decent translation.
I can't work out if he was so badly treated because he'd parked where he
shouldn't, or because he insulted the policeman.
Maybe if we were a bit rougher on people who abused the system here,
there might be less of a problem.
