In 2008 the European Commission established the 'Academic Network of
Disability experts' (ANED), managed by Human European Consultancy
(Netherlands) and the Centre for Disability Studies at the University of
Leeds (UK).

The purpose of the Network is to support the Commission's evidence based
policy development. This is achieved by building on the expertise of
existing research centres and networks, supported by organizational
partners, national experts in 29 countries, thematic rapporteurs,
advisors and links to international monitoring projects in the
disability policy field.
As part of our work programme for 2009, we would now like to recruit an
expert rapporteur to assist us in preparing a thematic report in the
following area. We would welcome expressions of interest from
individuals (e.g. experienced academics) or research teams with
expertise to conduct the following task:
SUBJECT: SUPPORT FOR INDEPENDENT LIVING FOR DISABLED
PEOPLE
OUTPUT: a thematic report on the implementation of policies to support
independent living for disabled people in European countries (EU Member
States and EFTA countries)
The objective of the report is to review national policies and
implementation and to provide the European Commission with useful
evidence in support of disability policy development.
The Rapporteur should be familiar with the field of independent living
support, including the types of policies, schemes and services that
support choice and control via personal assistance and personal budgets.
The Rapporteur should also be aware of the UN Convention on the Rights
of Persons with Disabilities, and the EU Disability Action Plan.
No new data generation (original research) will be required. The report
will synthesise material from individual country reports to be provided
by the Network's national experts in 29 countries (according to a
reporting template to be agreed with the EU Commission). Additional and
comparative material may also be included from existing research
studies.
We wish to make an immediate appointment, so that the nominated
Rapporteur can be consulted by the Network's Scientific Director and
Scientific Board in developing the template. However, the initial review
and synthesis work would begin in April-May 2009, with the draft report
due in September 2009 (an expectation of
approximately 30 days paid work between April and October 2009).
