I would think the best option remains a wiki - full version control and
total ease of use. MediaWiki is the likely candidate with a wide range
of plugins etc. It is easy to install and maintain. I am running one in
my practice as practice intranet. and have run others.

What you would require is a way of exporting the final (or intermediate)
text in the format you wish it seen in print/distribute it. I am sure
that either someone has done this already or it could be relatively
easily tagged on via a custom plugin. There is e.g. a wiki2pdf plugin. I
have not tried it out.
