At present archives services are excluded from the Re-use of Public Sector Information Regulations but if that were to change - which it might - you would find differential charging problematic. Thanks to everyone who has got in touch about this!
I've had loads of responses. Quite a few people ask for summaries of the responses so they are below.
Charges vary to take into account the size of the final image, extent of the print run, where it will be published (multiple countries?), whether it is black and white or colour, and whether the image will be used internally or on the cover of the book.
Charges are often decreased or waived where the image will be used for education/community purposes.
For small print runs the charges varied between £5 and £65 for a quarter page final image and £15 to £70 for full page final image and £30 - 350 for a cover image.
For larger print runs the charges varied between Quarter page £30 - 80 Full page £40 - 150 Cover £60 - 350
