I have seen the same type of mosaic in the courtyard paving at a
historic building in La Paz, Bolivia. I believe it was in the entrance
to the Gold Museum. In any case, the distal metapodial epiphyses of
cattle were embedded (distal end up) between the stones. They were
heavily worn by foot traffic, but I don't think they were modified
before use.
