Those annoying messages are for people with accessibility issues to help navigate around using screen readers or other tools. They should be there but should not normally be visible on screen.
I believe they sometimes are visible if there is an error in one of the files that make up the currently used theme.
If you try a different theme you should be able to test whether it is the theme that is causing this. If it is not the theme then check your config.php for any extra white space before or after the php tags at the top and bottom of the document.

"skip" messages that live around the top of all of the blocks... im
