As for your question, I have personal preference of Refman, but where
I work it appears EndNote is more widely used. Both products are
from the same company and EndNote has developed an Web
version. EndNote is easy to use where as RefMan is highly academic
and technical.
Alternatively consider RefWorks with a well developed web version.
If you subscribe to Web of Science, you get EndNote free. If you
have users divided, I suggest you consider getting both products.
