Having been involved with BS 8878 in a small way, I can promise you we all
tried to add as much as we could into the guidelines but the editors needed
to prune what was turning into a rather long document.  So please make
comments on the draft at http://drafts.bsigroup.com/?i=245  Maybe we can
retrieve some of the cuttings!

it would be nice if these standards included usability for dyslexic

There is out now also the draft standard for BS 8878 on Web accessibility -
Building accessible experiences for disabled people - Code of Practice,
comments invited by Jan 31st 2009.

11 December 2008 -- Today W3C announces a new standard that will help Web
designers and developers create sites that better meet the needs of users
with disabilities and older users. Drawing on extensive experience and
community feedback, the Web Content Accessibility Guidelines (WCAG) 2.0
improve upon W3C's groundbreaking initial standard for accessible Web
content.
