It is true I think, most EC installs use things like the varilight
(available from B&Q!):

I think it is because the original low energy bulbs that are not, basically,
dimmable (since they are halogens) - and the varilight switches are dimmer
switches.
However, as the others have said, apparently dimmable bulbs exist now:

OR for a fresh install you could try and find IR light switches that don't
dim...

Subject: Environmental control systems and low energy lightbulbs
FAST has recently had a query from someone who has been told that many
existing environmental control systems will not work with energy-saving
lightbulbs. As such lighbulbs will become the norm over the next few years,
and it's already becoming hard to get hold of 'standard' 100W bulbs, the
person wondered what the solution was.
Can anyone confirm that this is the case? And are environmental control
systems going to be modified so they can be used to operate low-energy
