Dear Colleagues,
I have followed this debate with much interest, and am certainly
appreciative of Judge Anderson's historical record.
To add my two-cents' worth of opinion, if I have not over-valued it, you
might be interested to to see several examples of "interesting" normal
baselines. The paper "The use or abuse of "normal" territorial sea
baselines" was presented at the recent ABLOS conference in Monaco. See
Session 7, paper 2 at:
http://www.iho-ohi.net/mtg_docs/com_wg/ABLOS/ABLOS_Conf5/ABLOS.htm
Even for people attending, they might wish to view the actual paper since
the presentation at the conference covered only a few examples. One of the
examples comes from the Guyana-Suriname maritime boundary adjudication at
the Permanent Court of Arbitration. Another example comes from an area of
Canada where the tidal regime changed significantly.
