As managing the University of Nottingham repository, we approach each
journal directly.
As managing RoMEO, a comment on the background: as Nick Sheppard said in
his question, it can be difficult when publishers use a variety of
different contracts across their journals. This most often occurs when
the publishers produce journals on behalf of learned societies, with
whom they may have individual arrangements giving various restrictions
or liberties. In these cases, as Nick mentioned, RoMEO currently advises
that the journal is approached directly.
This can be a fairly time-consuming exercise and we have development
plans to address this. However, as a positive benefit, not only does
this ensure that you get clarity as to what the contract allows, but it
also helps raise the need for clarity, consistency and for
archive-friendly conditions directly with journal editors and learned
society representatives. These are influential stakeholders who help to
define what terms are in these contracts, so it is good if they are made
aware of author's wants.
As I mentioned, we have plans to address this issue of individual
journal variation in RoMEO developments and work towards more individual
listings.
