Yes. now we come to the difficult situation of needing to decide not only 'by whom' something will be used but also the difference between 'want' and 'need' which inevitably varies depending on who is deciding (researcher / designer / user / producer)

There's alot of this dichotomy (perceived v genuine). Mostly because
many designers think they know best and don't bother talking to users.
Of course, the user may not really know what they want (I believe they
/usually/ don't know what they want), and in theory the designer has the
expertise to work with the user to figure out (a) what they /really/
want, and then design a way for them to have it (modulo
ethical/legal/etc concerns).
And that, to me, is user-centred design.
I can see a certain 'elegance' in saying 'use centric', but the next
obvious question is 'use by whom'? And that can make all the difference
in the world.
