Another strange thing is that the degree isn't called "Ph.D." at Oxford!

Writing such a site is a not a trivial undertaking. It's not the
sort of thing you would throw together, in your spare time,
while writing a PhD. It appears that the domain is owned by a
US based company. A whois query shows
Domain Name: ACADEMIA.EDU
Registrant:
Academia

Salem, OR 97304
UNITED STATES
Thus this looks like a commercial, rather than academic endeavor.
