In those days though Ibrahim - it wasn't the DP Act which stopped the
sharing of CT data - it was the Local Government Act. Mind you, we have
been doing it for a few years in relation to new employees - i.e. it
states on the application forms that the Council will check computer
systems for debts owed and if any prospective employee does owe money
they are not employed generally. Also if someone applies for a grant
e.g. planning then the Council would be silly if it were to pay out
money to someone who owed the Council.

I have have always held the view, even before the publication of the ICO
guidance, that council tax data can be used for internal purposes e.g
council debt collection, service of statutory notices etc.
