Hello,
I'm a conservation psychologist and an environmental activist, but I don't
have a strong background in economics. I read the material on this list and
the many web links with interest, trying to understand. Here is what I
don't understand.
When I read about the various schemes for carbon trading and follow the
current debate in Canada about a carbon tax, I wonder, "Why aren't carbon
taxes being imposed at the well-head, mine entrance, or port of entry, at
the time carbon is taken from the earth?" Is there a good economic reason
for this, or is it a political reaction to the power of the oil and coal
companies.
