As current manager, along with Sharon Brogan, I would suggest the 'form follows content' model of determining leadership for any new project. In other words, the way a new garden calls for a green thumb person, rather than, say, the Governor of Alaska.
Or, another way of putting it, as we used to say to a kid who wanted to start a new or different game, 'Makers up are It." Then see if the collective force is with you!
