Hi Paul,
I'd recommend you contact Sebastian Rahtz at OUCS [Oxford University
Computing Service] for advice (from the Ashmolean, walk up, take a left
after Keble, cross St. Giles then up a bit on the street).
"Drupal is your friend" ( http://drupal.org ) as regards CMS's for
web-sites IMHO though Sebastian is more qualified than I to advise. Given
his extensive academic experience in "electronic" document managment, he
should be able to help and advise specifically as to whether Drupal would
fit the bill or how best to achieve your objectives by other means in what
is undoubtably, as you say, a large and complex project.
